现任牛津大学国际关系学教授，牛津大学St Antony’s学院John Swire高级研究员。教授科目主要是东亚国际关系和中国研究，其研究领域涉及亚太地区国际关系、安全政策、人权问题、中美关系等。1996年当选为不列颠学院（British Academy）院士，成为在英国学界举足轻重的人物。Foot教授曾在世界各地从事国际关系研究，1986年造访中国，在中国人民大学做访问学者，1997年担任普林斯顿大学国际研究中心的客座研究员，2002年旧金山大学环太平洋研究中心客座教授，2006年成为哈佛大学肯尼迪政府学院客座教授。其主要著作有《China, the United States, and Global Order》、《Framing Security Agendas: US Counter-Terrorist Policies and Southeast Asian Responses》、《Human Rights and Counter-Terrorism in America’s Asia Policy 》、《Rights Beyond Borders: the Global Community and the Struggle over Human Rights in China》、《Does China Matter A Reassessment》、《Order and Justice in International Relations》、《US Hegemony and International Organizations》等。
